Industrial hemp is legal in Argentina under Law 27.669 (the Medical Cannabis and Industrial Hemp Industry Regulatory Framework Law) and its implementing Decree 405/2023. The Regulatory Agency for the Cannabis and Industrial Hemp Industry (ARICCAME) issues licenses for cultivation, processing, R&D, commercialization, transport, and export.
The legal framework recognizes industrial hemp as Cannabis sativa with THC content not exceeding 1.0 percent, one of the most permissive thresholds in the world. Licensees operate across Jujuy, Mendoza, Patagonia, and the Buenos Aires province, supplying seed for food, fiber for textiles and construction, and biomass for CBD extraction. The National Seed Institute (INASE) certifies cultivars, and the Ministry of Economy coordinates with provincial agriculture authorities. Operators must maintain traceability from seed to finished good, and ARICCAME audits THC and security compliance.
Hemp products move within Mercosur and to international markets subject to destination-country rules.
