HHC — hexahydrocannabinol — had a remarkable two-year run as Europe's most popular legal high. That window has largely closed. Most major European markets have now banned HHC explicitly, and the UK followed through its own legal mechanism. Here's where things stand country by country in 2026.
HHC is illegal in the United Kingdom. Under the Misuse of Drugs Act 1971 and the broader Psychoactive Substances Act 2016, HHC is prohibited — not because it appears by name on a specific banned substance list, but because both pieces of legislation capture it by category. Belgium, Luxembourg, Ireland: These countries have broad NPS laws that likely capture HHC but have not issued explicit HHC-specific prohibitions. The practical result: HHC exists in a legally contested space.
Portugal, Spain: Generally more permissive cannabis enforcement policies. Neither country has enacted explicit HHC bans. Both countries have seen HHC products remain on shelves longer than in northern Europe.
The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) flagged HHC and related compounds in 2022–2023 as psychoactive substances of concern. EMCDDA coordination across EU member states has accelerated the regulatory response. The core concern: HHC is produced by hydrogenating THC or CBD, a process that creates a compound with limited clinical study data. European health ministries applied the precautionary principle: insufficient safety data plus psychoactive effects equals prohibition.
As each wave of cannabinoids gets banned, manufacturers develop new molecules that briefly exist in legal gray zones. After HHC came THCP, H4CBD, and HHCPO.
