Cannabis is legal in Germany for adults 18+ under the Cannabisgesetz (CanG), which removed cannabis from the Narcotics Act (BtMG) on 1 April 2024 and split regulation into the Konsumcannabisgesetz (KCanG) for recreational use and the Medizinal-Cannabisgesetz (MedCanG) for medical use. Adults may possess up to 25 grams in public, store up to 50 grams dried at home, and cultivate three plants for personal use. Non-profit cultivation associations (Anbauvereinigungen, max 500 members) have been licensed since 1 July 2024; roughly 366 clubs were approved by March 2026, concentrated in North Rhine-Westphalia. Public consumption is banned within 100 m of schools, playgrounds and youth facilities, and in pedestrian zones between 07:00 and 20:00. Pillar 2 commercial pilot retail in Frankfurt, Hannover and Berlin remains unimplemented in 2026. Medical cannabis is prescribable on a normal prescription via the BMG, though draft MedCanG amendments before the Bundestag would ban telemedicine-only prescriptions and mail-order dispensing.

Commercial import and export of cannabis are tightly controlled by BfArM under the MedCanG and remain restricted to medical and scientific use. Licensed importers, exporters and wholesalers require BfArM permits; each shipment needs an individual import or export authorization issued under the 1961 Single Convention. BfArM raised the national medical import ceiling to roughly 192.5 tonnes in late 2025. Recreational cannabis cannot be imported or exported; private cross-border transport is a criminal offence, and Anbauvereinigungen must source seeds and clones from within Germany.
