Patients may not grow at home, so individuals have no lawful route to buy, receive or gift viable marijuana seeds. Hemp seed of varieties at or below 0.3% THC is handled under Puerto Rico's USDA-approved hemp plan administered by the Department of Agriculture, with grower licensing required.
