Israel's Dangerous Drugs Ordinance [New Version] 1973 controls the cannabis plant and every part of it, excluding only oil derived from seeds, and unlicensed cultivation carries up to 20 years' imprisonment, so viable seeds circulate lawfully only within the Israel Medical Cannabis Agency (IMCA) licensed chain of propagation farms and nurseries. Recreational possession up to 15 grams was administratively decriminalized in 2019, but that tolerance does not extend to seeds or home growing. Hemp-specific seed rules remain unsettled pending reform proposals.
