CBD is legal in Aruba provided the finished product contains no more than 0.2% THC. A December 2019 ministerial regulation amended the Landsverordening verdovende middelen to exclude qualifying CBD products from the narcotic definition, opening retail sale through pharmacies and wellness shops without a prescription.
The 0.2% THC ceiling tracks the European Union benchmark and is stricter than the U.S. federal hemp standard of 0.3%. Brands shipping U.S.-compliant CBD into Aruba must re-verify Certificates of Analysis against the lower Aruban threshold, because a product legal in Florida or Colorado can be classified as a narcotic on arrival in Oranjestad. Permitted formats in practice are oils, soft-gel capsules, and topicals; CBD vape cartridges and hemp flower are not sold on open retail shelves.

CBD products meeting the 0.2% THC ceiling can be imported for personal use and for commercial retail through licensed pharmacies and wellness retailers. Importers should expect Aruban Customs to request lab Certificates of Analysis demonstrating THC content; documentation listing only a 0.3% U.S. hemp compliance figure is not sufficient. There is no published commercial CBD import permit regime distinct from general goods import procedures, but products are subject to standard Aruban food, cosmetic, and supplement oversight.
