CBD is illegal in Azerbaijan. The Law on Circulation of Medicines (Law No. 756-IIIQ, 2006) and the Law on Narcological Service treat CBD as a cannabis derivative, and the Analytical Expertise Center under the Ministry of Health (the medicines registration authority) has not authorized retail CBD products.
Retail sales in Baku pharmacies and online to Azerbaijani addresses are not permitted; the State Agency on Mandatory Health Insurance and Ministry of Health inspectors periodically pull hemp-labeled products from Nizami Street and Fountain Square retailers. There is a narrow pathway for Sativex (nabiximols) registration on a named-patient basis, but volumes are minimal and prescriptions require approval by the Republican Narcological Center. Travelers should not assume Turkish or Georgian CBD products are lawful at Heydar Aliyev customs; products are seized regardless of THC content.
