CBD is illegal in Belarus. The Standing Commission on Drug Control treats cannabidiol as a controlled substance because the List of Narcotic Drugs, Psychotropic Substances and Their Precursors under Ministry of Health Resolution No. 51 does not exempt CBD or low-THC extracts.
The Ministry of Health has registered no CBD pharmaceutical, including Epidyolex. Importing CBD oils, tinctures, or cosmetics through the Eurasian Economic Union customs union triggers seizure at Minsk National Airport and Brest crossings, with prosecution available under Article 328 of the Criminal Code. Travelers and online buyers face the same possession penalties as for marijuana.
