CBD sits in a regulatory gap in Belize. There is no dedicated CBD statute, no THC threshold defining a legal hemp-derived product, and no licensing scheme for manufacturers or retailers. The Misuse of Drugs Act, Cap. 103 still controls cannabis and its preparations, which on a strict reading sweeps in CBD oils and extracts that contain any THC.
In practice, CBD wellness products are sold openly in pharmacies, spas, and tourist shops, particularly in San Pedro and Caye Caulker. That tolerance reflects the stalled Cannabis and Industrial Hemp Control and Licensing Bill 2022, which would have separated industrial hemp and cannabinoid products from controlled cannabis and built a licensing regime around them. Because the bill was paused over the church-backed referendum push and never proclaimed, the framework promised on paper does not exist in law. Buyers and sellers operate without product standards, label requirements, or guaranteed THC caps.

There is no licensed import or export channel for CBD in Belize. Customs treats cannabis-derived products as prohibited goods absent a specific exemption, and the 2022 hemp licensing framework that would have authorized hemp-derived CBD trade is not in force. Domestically sold CBD comes from small local supply rather than regulated imports, and shipping CBD into Belize risks seizure or trafficking charges.
