Industrial hemp is illegal in Brunei. The Misuse of Drugs Act, Chapter 27, controls the entire Cannabis sativa L. plant without a low-THC carve-out, and no commercial hemp licensing scheme exists under the Ministry of Primary Resources and Tourism.
Hemp seeds, fiber, hempcrete, and hemp-derived foods cannot be lawfully imported. Brunei Customs and the NCB apply the cannabis schedule to all hemp materials. Penalties under the Misuse of Drugs Act include imprisonment, caning, and fines. Brunei's agricultural diversification strategy under Wawasan Brunei 2035 has not contemplated hemp as a permitted crop.
