Industrial hemp is illegal in Burkina Faso. Law No. 017-99/AN does not distinguish between psychoactive cannabis and low-THC hemp. The Ministere de l'Agriculture, des Ressources Animales et Halieutiques has not registered hemp as a permitted crop, and no licensing framework, seed register, or pilot programme has been gazetted.
Hemp seeds, fibre, hurd, biomass, and finished products are treated as stupefiants by Customs. There is no commercial hemp cultivation pathway for cotton-substitute fibre, food, or construction. Reform discussions around export-grade hemp have surfaced occasionally in agricultural press, but no draft law has been deposited with the Assemblee Legislative de Transition as of 2026.
