CBD is illegal in Burundi. Loi N degrees 1/02 of 2008 on narcotics does not distinguish cannabidiol from other cannabis derivatives, and the Autorite Burundaise de Regulation des Medicaments et des Aliments (ABREMA) has not authorised any consumer or pharmaceutical CBD product.
No legal THC threshold or low-THC exemption exists. Pharmacies in Bujumbura and Gitega do not stock CBD products, and the OBR seizes commercial CBD shipments at customs. Travelers should not assume tolerance based on neighbouring Rwanda's medical-cannabis framework — Burundi has no equivalent legal pathway.
