CBD is illegal in Cambodia. The Law on the Control of Drugs and the Law on Management of Pharmaceuticals (2007) treat cannabidiol as a controlled cannabis derivative, and the Department of Drugs and Food (DDF) of the Ministry of Health has not registered any cannabidiol product for retail or pharmaceutical use.
Imports of CBD oils, gummies, vapes, and cosmetics through tourist parcel routes from Thailand and Vietnam are subject to customs seizure. Cambodian customs has stepped up screening since Thailand's 2022 cannabis policy shift created a regional supply imbalance. Penalties for possession track the cannabis framework, exposing travelers to two to five years for personal-use quantities under Article 40 and longer sentences when the product is presumed for sale. Cambodian pharmacies do not stock Epidyolex or comparable CBD medicines, and there is no special-access patient route.
Wellness operators advertising CBD online from outside Cambodia do not provide a legal channel for in-country consumers.
