Industrial hemp is illegal in Chad. Law No. 022/PR/2017 does not distinguish between psychoactive cannabis and low-THC hemp, and the Ministere de la Production, de l'Irrigation et des Equipements Agricoles has not registered hemp as a permitted crop. No licensing framework or seed register exists.
Hemp seeds, fibre, hurd, biomass, and finished products are treated as stupefiants by the Direction Generale des Douanes. The arid Sahelian agroecology that dominates the country and ongoing security operations in the Lake Chad basin and the eastern provinces bordering Sudan make any near-term hemp reform unlikely. Importers should expect refusal at N'Djamena International Airport and at all land borders.
