Recreational marijuana is illegal in the Union of the Comoros. Law No. 95-012 of 24 June 1995 on the control of narcotic drugs, psychotropic substances, and precursors (Loi portant controle des stupefiants, substances psychotropes et precurseurs) classifies cannabis as a Table I narcotic. Cultivation, possession, sale, and use are criminal offences; trafficking penalties reach five to fifteen years' imprisonment and substantial fines.
The Direction Generale de la Surete du Territoire and the Gendarmerie Nationale lead enforcement, supported by customs at Prince Said Ibrahim International Airport (HAH) on Grande Comore. Cannabis (locally called bangui) is cultivated in the interior of Anjouan and Moheli, but seizures continue and travellers face prosecution and deportation following sentence. Khat (qat) usage is culturally entrenched but is treated separately from cannabis in regulation.
