The Ministry of Agriculture has not issued production permits, and the Ministry of Interior treats all Cannabis sativa cultivation as a narcotics offense regardless of cannabinoid profile. Imports of hemp seed, fiber, and finished textiles into the consumer market are not authorized. Penalties for cultivation track those of marijuana, with sentences of four to twenty years for commercial-scale grows under the Penal Code.
