CBD has no formal retail authorisation in Curacao. The Opium Ordinance 1960 covers cannabis derivatives without an industrial-hemp or low-THC carve-out. The Geneesmiddelen Inspectie (Medicines Inspectorate) under the Ministerie van Gezondheid, Milieu en Natuur (GMN) has not authorised CBD-containing medicines for the Curacao market through a Curacao-specific marketing authorisation, although the Inspectorate considers products registered in the European Medicines Agency framework on a case-by-case basis.
Pharmacies in Willemstad and Punda do not stock retail CBD oils or capsules. Imports of CBD oils, gummies, tinctures, and cosmetics are treated as cannabis derivatives under the Opium Ordinance and seized at customs absent specific authorisation. Wellness retailers occasionally carry low-concentration topical products in a grey market, but these remain technically subject to the Ordinance.
