The Opium Ordinance 1960 covers Cannabis sativa without a low-THC industrial-hemp threshold, and the Ministerie van Economische Ontwikkeling has not opened a hemp licensing pathway. Curacao's arid climate, limited arable land of around 444 square kilometres, and focus on tourism, refining, and financial services have not generated commercial interest in hemp cultivation.
No domestic hemp seed register, fibre processor, or CBD-extraction facility is licensed. Imports of hempseed food, hemp fibre textiles, and hempcrete are subject to Opium Ordinance review, with finished consumer goods sometimes admitted but live seed and unprocessed plant material treated as controlled. There is no draft legislation creating an industrial-hemp regime.
