CBD is legal in Cyprus when derived from EU-approved industrial hemp varieties and finished products contain no more than 0.2% THC. The Cyprus Drugs Council and the Ministry of Health regulate cannabinoid products, while the Pharmaceutical Services oversee any product carrying medical claims.
CBD oils, cosmetics, and topicals sell openly in pharmacies and specialty shops. Ingestibles must comply with the EU Novel Food Regulation (EU) 2015/2283 and the Foodstuffs Law. The Pharmaceutical Services treat Epidyolex as an authorized medicine for refractory epilepsies and reimburse through the General Healthcare System (GeSY).
The Cyprus Police periodically seize CBD products that test above the 0.2% THC threshold, treating them as Class B substances under Law 29/1977. Sellers face fines up to EUR 17,000 and imprisonment under the Foodstuffs Law for marketing unauthorized novel foods.
