CBD is illegal in Dominica for retail sale. The 2020 amendment to the Drugs (Prevention of Misuse) Act addressed personal-use cannabis but did not establish a CBD or hemp licensing framework, and the Ministry of Health and Wellness has not gazetted regulations recognizing low-THC hemp derivatives.
The Pharmacy Board does not register CBD oils, tinctures, balms, or edibles as either over-the-counter or prescription medicines, and no THC threshold separates lawful CBD from prohibited cannabis extract. Retail CBD products sold in Roseau or Portsmouth pharmacies and wellness shops operate in a legal gray zone and remain subject to seizure under Chapter 40:07. Epidiolex compassionate-use shipments have been approved on a named-patient basis through the Chief Medical Officer, but volumes are negligible. Travelers should not assume U.S. or CARICOM CBD products are lawful at Douglas-Charles Airport.
