Industrial hemp is illegal in Dominica. While Act No. 8 of 2020 decriminalized small-quantity cannabis possession and home cultivation, it did not create a commercial hemp licensing scheme, and the Ministry of Agriculture has not issued cultivation regulations.
No THC threshold separates hemp from psychoactive cannabis under Chapter 40:07, so a farmer cultivating low-THC fiber or seed cultivars is still subject to the three-plant personal-use cap that ignores cultivar genetics. CARICOM Regional Commission on Marijuana follow-up papers have urged Dominica to authorize commercial hemp alongside St. Vincent's Industrial Hemp Act, but no bill has reached the House of Assembly as of 2026. Imported finished hemp foods such as hemp-seed oil and protein powder circulate informally and are typically tolerated by Customs when labeled as food.
