Finished hemp-derived consumer goods — textiles, hempseed food, hemp-based cosmetics — exist in a narrow tolerance zone: hempseed oil and clothing are occasionally imported and sold without enforcement action, but they have no formal legal status, and any product containing measurable cannabinoids can be seized by the DNCD or DGA. No bill creating an industrial-hemp carve-out has advanced through Congress as of Q2 2026.
