Industrial hemp is legal in Estonia when grown from EU-certified seed varieties listed in the Common Catalogue with THC content at or below 0.2%. The Agricultural Board (Pollumajandus- ja Toiduamet, PTA) administers registrations, field sampling, and Common Agricultural Policy direct payments.
Growers must register hemp plots before May 15 each season, submit seed certificates, and accept random THC sampling. Eligible varieties qualify for CAP payments under Regulation (EU) 2021/2115. Estonia cultivated approximately 5,000 hectares of hemp in 2024, predominantly for seed, oil, and fiber. Flower-derived cannabinoid extraction remains a gray area and triggers Ravimiamet oversight when paired with medicinal claims.
A crop testing above 0.2% THC must be destroyed under PTA supervision, and the grower forfeits CAP support. Repeat violations can trigger criminal liability under the Narcotic Drugs Act.
