CBD is illegal in Eswatini. The Opium and Habit-Forming Drugs Act 1922 and the Pharmacy Act 1929 treat all cannabis derivatives as controlled substances without a THC threshold that would exempt cannabidiol. The Eswatini Ministry of Health and the Pharmacy Council have not authorised CBD as a medicine, food supplement, or cosmetic, and there is no statutory marketing-authorisation procedure for CBD products.
Pharmacies in Mbabane, Manzini, and Ezulwini do not legally stock CBD products. Imports of CBD oils, tinctures, or topicals are treated as cannabis derivatives and seized at customs, even where the product is lawful in the country of origin. A draft Cannabis Bill that would create a licensed medicinal regime has not been adopted.
