CBD is illegal in Ethiopia. Ethiopian law does not distinguish CBD from cannabis; any product derived from the Cannabis sativa plant falls under the same controlled-substance regime governed by Proclamation No. 661/2009 and Directive No. 299/2013 of the Ethiopian Food and Drug Authority.
There is no licensing pathway for hemp-derived CBD oils, tinctures, or cosmetics, and no THC threshold (such as the EU 0.3 percent line) is recognized. Travelers arriving with CBD products — even those legal in the country of purchase — face seizure and possible prosecution. Online sales into Ethiopia are not lawful, and customs officers screen incoming parcels at the EMS facility in Addis Ababa.
