Industrial hemp cultivation is legal in Finland under the EU Common Agricultural Policy framework, administered domestically by Ruokavirasto with payment processing handled through municipal agricultural authorities. Growers must use certified seed of a variety listed in the EU Common Catalogue of Varieties of Agricultural Plant Species. Since 1 January 2023, when Regulation (EU) 2021/2115 entered into force, the maximum tetrahydrocannabinol content for eligible hemp varieties rose from 0.2 percent to 0.3 percent THC, harmonising Finland with the rest of the EU. Farmers must submit field declarations, retain official seed labels for at least two years, and accept random Ruokavirasto inspections during the flowering window when THC sampling occurs.
Authorised end uses cover fibre, hurd, seed, and grain. Hemp seed, hemp seed oil, hulled hemp seed, and defatted hemp seed protein are established foods that pre-date the EU Novel Foods Regulation and may be sold without further authorisation. Hemp flower and leaf intended for human consumption fall into the novel-food regime and into Fimea's medicinal-product analysis when CBD content is material. Smokable hemp flower exists in a grey zone and is generally treated by Tulli and police as suspect narcotic material pending laboratory analysis.

Hemp fibre, hurd, and food-grade seed move freely within the single market and are exported worldwide under standard agricultural customs codes. Imports of hemp biomass and extracts from non-EU origins require certificates of analysis demonstrating compliance with the 0.3 percent THC limit. Tulli routinely sample-tests imported hemp flower and CBD-rich biomass.
