Recreational cannabis is illegal in Finland. The Narcotics Act (Huumausainelaki 373/2008) classifies cannabis, cannabis resin, and THC as narcotic substances under Government Decree 543/2008, which transposes the UN Single Convention schedules into Finnish law. Possession, cultivation, sale, and import all fall under Chapter 50 of the Penal Code. A user-quantity possession charge typically draws a fine measured in day-fines (paivasakko) under the prosecutor's summary procedure, while a basic narcotics offence carries up to two years imprisonment and an aggravated offence up to ten years. Police and prosecutors retain discretion to waive charges for small personal-use amounts, but cannabis remains a Schedule I narcotic.
Medical cannabis has been available since 2008 through Fimea (Laakealan turvallisuus- ja kehittamiskeskus), the Finnish Medicines Agency, which issues case-by-case special permits (erityislupa) under Section 21f of the Medicines Act. A physician must apply on behalf of an individual patient after standard therapies have failed, most commonly for MS spasticity, chronic neuropathic pain, or chemotherapy-induced nausea. Bedrocan flower and oil products imported from the Netherlands account for most dispensed product. Sativex is the only cannabis-based medicine with a full Finnish marketing authorisation. Cannabis seeds are legal to buy and sell as collectors items, but germination constitutes cultivation of a narcotic plant. Driving with any measurable THC in blood is a zero-tolerance offence.

Import and export of cannabis for any non-medical purpose is prohibited. Medical shipments move only under a Fimea-issued special permit paired with a narcotics import licence and the corresponding export authorisation from the country of origin, almost always the Netherlands via the Office for Medicinal Cannabis (BMC). Tulli (Finnish Customs) enforces narcotic import controls and routinely seizes mail-order cannabis from Spain, the Netherlands, North America, and Thailand. Personal importation, including from EU Member States with legalised adult use, is treated as a narcotics offence.
