Industrial hemp is illegal in Guinea. Law L/2016/057/AN does not distinguish between psychoactive cannabis and low-THC hemp, and the Ministere de l'Agriculture et de l'Elevage has not registered hemp as a permitted crop. The Institut de Recherche Agronomique de Guinee (IRAG) does not maintain a hemp cultivar register, and no licensing framework or pilot programme exists.
Hemp seeds, fibre, hurd, biomass, and finished products are treated as stupefiants by the Direction Generale des Douanes. Reform around export-grade hemp has been raised by mining and agribusiness interests seeking crop diversification, but no draft law has been deposited with the Conseil National de la Transition as of 2026. Importers should expect refusal at the Port of Conakry.
