CBD is illegal in Honduras in practical terms. Decree No. 126-89 lists cannabis and its derivatives among controlled substances without carving out hemp-derived cannabidiol, and the Agencia de Regulacion Sanitaria (ARSA) has not issued registrations or guidance authorizing CBD products.
Pharmacies do not stock Epidyolex or other CBD medicines. Travelers carrying CBD oils, capsules, or vape cartridges risk seizure at Toncontin International Airport and Tegucigalpa land borders, and customs officers do not recognize US or EU hemp-derived exemptions. Online sales into Honduras are blocked by customs at the parcel stage, and small grey-market retail in Tegucigalpa operates without legal protection.
Any product testing positive for THC, or even containing cannabinoid extracts, is treated as cannabis under Decree 126-89 and exposes possessors to mandatory rehabilitation or criminal charges.
