Recreational and medical marijuana are illegal in Hong Kong. Cannabis is listed as a dangerous drug in the First Schedule of the Dangerous Drugs Ordinance (Cap. 134), and enforcement is led by the Narcotics Bureau of the Hong Kong Police Force and the Customs and Excise Department.
Possession of any amount carries a maximum penalty of HKD 1 million in fines and seven years of imprisonment under Section 8. Manufacturing, supply, and trafficking under Section 4 carry a maximum of life imprisonment and HKD 5 million in fines, with sentencing tariffs from the Court of Appeal stepping up sharply based on weight. The District Court typically hears cases involving smaller quantities and applies a starting point of two to four years for possession of a few grams.
Hong Kong's tight regulatory stance has hardened since 2023 with the addition of CBD to the controlled list. Travelers transiting Hong Kong International Airport are warned that products lawfully purchased in Thailand or elsewhere may trigger prosecution upon arrival. There is no medical cannabis program and no special access pathway for cannabinoid medicines containing measurable THC.
