Recreational cannabis is illegal in Hungary under the Criminal Code (Act C of 2012), which treats cannabis as a controlled narcotic. Possession of a personal-use quantity — defined by regulation as up to one gram of THC active substance — can carry up to two years' imprisonment, though first-time offenders who consent to a six-month treatment programme can avoid criminal conviction under Section 180. Supply, cultivation, and trafficking attract sentences from two to fifteen years.
The National Public Health Centre (NNK) and the Ministry of Interior coordinate enforcement, with the Office of the Prosecutor General handling prosecutions. Hungary follows a strict prohibitionist line and has not joined other EU member states in piloting personal-use reform. Public consumption and possession at music festivals remain priority enforcement areas, with arrests routinely reported during the summer festival season.
