CBD occupies a restrictive grey zone in Iceland. Lyfjastofnun classifies CBD as a medicinal substance, meaning CBD products — including oils, capsules, cosmetics, and food supplements — require marketing authorization as pharmaceuticals before legal sale. As of May 2026, only Epidyolex (cannabidiol oral solution) is authorized for prescription use in treatment-resistant epilepsy. Over-the-counter CBD products are not approved for the consumer market, and CBD food supplements are not on Matvaelastofnun's approved novel food register.
Any CBD product containing measurable THC falls under the Narcotic Drugs Act and is fully illegal. Even CBD isolate products are routinely seized by Iceland Customs when ordered from abroad, and domestic retailers selling CBD oils, gummies, or vapes face administrative action from Lyfjastofnun and product withdrawal orders. Topical cosmetics containing CBD have appeared in some retail channels but remain in legal limbo without formal authorization. No legislative or regulatory reform liberalizing consumer CBD access has advanced in 2025 or 2026.

Personal and commercial import of CBD products is restricted. Tollgaesla Islands routinely intercepts CBD shipments at the border, including orders from EU and UK retailers, because CBD is treated as an unauthorized medicinal product. Commercial importers must hold a Lyfjastofnun pharmaceutical wholesale license and import only authorized cannabidiol medicines. Travelers carrying CBD oil for personal use may have it confiscated and face fines if THC is detected.
