CBD in Indonesia is illegal and treated as a Group I narcotic alongside cannabis under Law No. 35 of 2009 and Minister of Health Regulation No. 4 of 2021, which schedules cannabis-derived substances. The Badan Pengawas Obat dan Makanan (BPOM, Food and Drug Authority) does not authorise CBD products for consumer or pharmaceutical use, and there is no compassionate-use pathway in operation.
Constitutional Court Decision No. 106/PUU-XVIII/2020, issued in 2024, rejected a petition by parents of children with cerebral palsy seeking access to medical cannabis, directing the government to conduct further research instead. As of 2026, no medical cannabis or CBD framework has been enacted. Travellers and importers carrying CBD products — including products lawfully purchased abroad — face criminal prosecution and lengthy custodial sentences.
