CBD is illegal in Iraq. The Ministry of Health Iraq has not issued any product authorization for cannabidiol, and Federal Law No. 50 of 2017 treats all cannabis derivatives uniformly without recognizing a hemp-CBD exemption.
Customs at Baghdad and Erbil airports seize CBD products on arrival; travelers carrying CBD oils, gummies, or topicals — even with foreign prescriptions — face confiscation and potential criminal referral. No THC threshold (such as the EU's 0.3 percent) is recognized under Iraqi law. The Kurdistan Region applies the same federal rules without local exemption. Pharmacies operating under the Ministry of Health do not stock CBD; online orders are intercepted at the parcel post in Baghdad and returned or destroyed.
