CBD was removed from Israel's Dangerous Drugs Ordinance in March 2022 following a Ministry of Health and Knesset Health Committee decision, reclassifying it from a controlled substance to a regulated consumer ingredient. Pure CBD products containing no detectable THC (or trace levels below 0.3%) may be sold legally in Israel as supplements, cosmetics, and topicals without a prescription, provided they meet Ministry of Health labeling and quality standards.
CBD-containing pharmaceutical products (such as Epidiolex for refractory epilepsy) and CBD-dominant medical cannabis preparations remain under IMCA prescription oversight when THC content exceeds the trace threshold. Marketing health claims for non-pharmaceutical CBD products is restricted under Ministry of Health consumer protection rules.
