Cannabis is decriminalized for first-time recreational possession and broadly legal for medical use in Israel as of 2026. Medical cannabis has been legal since 1992 under the Ministry of Health's Israel Medical Cannabis Agency (IMCA), which oversees one of the world's largest per-capita patient populations — roughly 130,000 licensed patients. Patients access cannabis through licensed pharmacies under the IMC-GAP, IMC-GMP, and IMC-GDP standards.
Recreational cannabis remains a criminal offense, but the 2017 reform shifted enforcement toward civil fines. First-time possession of up to 15 grams in a private setting triggers a 1,000 ILS fine (500 ILS for minors with parental notification); a second offense doubles to 2,000 ILS. Records are expunged after three years of compliance. Public use, sale, cultivation without a license, and trafficking remain criminal offenses carrying up to 20 years imprisonment for dealing.
The 2021 Bennett-Lapid coalition committed to advancing full legalization via the Cannabis Regulation and Taxation Bill, but the government collapsed in 2022 before passage. Subsequent Netanyahu-led coalitions have not advanced the bill, and as of 2026 no recreational legalization framework has been enacted.

Israel operates a robust medical cannabis export framework approved by the Knesset in 2018 and operationalized in 2019 under IMCA oversight. Exports require IMC-GMP certification, Ministry of Health licensing, and Israel Police approval. Israel is a major global exporter of medical cannabis flower and extracts to Germany, the UK, Australia, and other regulated markets. Imports for medical supply are permitted from approved jurisdictions (notably Canada, Portugal, and Uruguay) under the same IMCA licensing regime. Recreational import or export remains prohibited under the Dangerous Drugs Ordinance.
