The National Agricultural Research Center (NARC) has not approved hemp cultivars. Jordan's water-scarce agriculture sector — managed under the Jordan Valley Authority for the Jordan River basin — has focused on high-value greenhouse crops and dates rather than hemp. Imported hemp seed for animal feed, hemp protein for human consumption, and hemp fiber for textile manufacturing are blocked at customs. The Ministry of Industry, Trade and Supply has not issued any hemp processing licenses. Farmers found cultivating Cannabis sativa face the same penalties as marijuana cultivators under Law No. 23.
