CBD is illegal in Kazakhstan. The Ministry of Healthcare and the National Center for Expertise of Medicines and Medical Devices do not register CBD products, and Articles 296-299 of the Criminal Code treat all cannabis derivatives uniformly.
No THC threshold separates hemp-derived CBD from cannabis under Kazakhstani law. CBD oils, gummies, capsules, and topicals are blocked at customs by the State Revenue Committee, and travelers arriving at Almaty or Astana with CBD products risk seizure and criminal referral. The Eurasian Economic Union (EAEU) customs framework — shared with Russia, Belarus, Armenia, and Kyrgyzstan — applies the same rules. Pharmacies under the Ministry of Healthcare do not stock CBD; foreign prescriptions including Epidiolex are not honored without authorization that has not been documented as granted.
