Industrial hemp cultivation is not authorised in Kosovo. The Law on Narcotic Drugs (Law No. 02/L-128) defines cannabis to include the whole Cannabis sativa plant without an industrial-hemp THC threshold equivalent to the 0.3 percent rule in the European Union's common agricultural policy, of which Kosovo is not a member. The Ministry of Agriculture, Forestry and Rural Development (MBPZHR) has not issued cultivation licences or established a seed-variety register for hemp.
No commercial hemp fibre, seed, or CBD-extraction operations are licensed. While Kosovo's Stabilisation and Association Agreement with the European Union envisages alignment with the EU acquis, the implementing legislation for industrial hemp has not been adopted. Imports of hemp seed, fibre, and finished hemp foods are treated as cannabis-related goods absent a specific authorisation, which has not been issued.

Hemp imports and exports require a permit that has not been made available. Kosovo Customs treats Cannabis sativa material as a controlled-cannabis good at Pristina International Airport and all land borders. No industrial-hemp exemption from the Narcotic Drugs Law is in force.
