Recreational marijuana is illegal in Kosovo. The Criminal Code of the Republic of Kosovo (Code No. 06/L-074), at Articles 273 through 275, criminalises the unauthorised production, transport, possession, and sale of narcotic drugs and psychotropic substances. Cannabis is listed as a controlled narcotic under the Law on Narcotic Drugs, Psychotropic Substances and Precursors (Law No. 02/L-128) and the Government's implementing regulations. Article 273 carries imprisonment of two to twelve years for trafficking; Article 275 punishes possession for personal use with a fine or up to three years' imprisonment.
The Kosovo Police's Directorate for Investigation of Narcotics, working with the State Prosecutor's Office and EULEX Kosovo monitors, leads enforcement. Cannabis cultivation in the Dukagjini plain and trafficking routes through the Albania border at Vermica and the North Macedonia border at Han i Elezit attract significant seizure activity. Travellers passing through Pristina International Airport (PRN) face inspection; the partial diplomatic recognition of Kosovo does not affect application of domestic narcotics law to nationals or foreigners.

Import and export of recreational cannabis are prohibited. Kosovo Customs (Dogana e Kosoves) interdicts shipments at Pristina International Airport (PRN) and at the Vermica (Albania), Hani i Elezit (North Macedonia), Bllace (North Macedonia), Merdare (Serbia), and Kulla (Montenegro) land crossings. Trafficking under Article 273 of the Criminal Code carries two to twelve years' imprisonment, with aggravated forms attracting up to fifteen years.
