CBD is illegal in Laos. The 2007 Narcotics Law does not exempt cannabidiol from its Category I cannabis schedule, and the Ministry of Health Food and Drug Department has not registered any CBD-containing medicine, including Epidyolex.
CBD oils, tinctures, gummies, and topicals are treated as controlled cannabis products regardless of THC content. Lao Customs at Wattay International Airport routinely seizes CBD products carried by tourists arriving from Thailand. Penalties under the Narcotics Law mirror those for cannabis: imprisonment from months to years for possession, escalating sharply for distribution or import.
