The State Agency of Medicines (Zalu valsts agentura, ZVA) treats cannabidiol products with therapeutic claims as unregistered medicines, while the Food and Veterinary Service (PVD) enforces the EU Novel Food Regulation (EU) 2015/2283 against ingestible CBD without pre-market authorization.
Cosmetic CBD products meeting the EU Cosmetic Products Regulation may circulate freely, and topicals are widely available in specialty stores. Ingestible CBD oils, however, face routine seizure by PVD and customs. The State Police treat any product containing detectable THC as a narcotic under the Criminal Law. Epidyolex is reimbursed through the National Health Service for refractory epilepsies via the named-patient procedure.
Sellers face administrative fines up to EUR 14,000 under the Food Circulation Law for marketing unauthorized novel foods. Latvia's stricter posture aligns with Lithuania and Estonia within the Baltic enforcement framework.
