Industrial hemp is legal in Latvia when cultivated from EU-certified seed varieties listed in the Common Catalogue with THC content at or below 0.3%. The Ministry of Agriculture, through the Rural Support Service (Lauku atbalsta dienests, LAD), administers grower registration, plot declaration, and Common Agricultural Policy direct payments.

Farmers register hemp plots before May 15 each season, submit seed certificates, and accept random THC sampling by the State Plant Protection Service (VAAD). Latvia cultivated approximately 1,500 hectares of hemp in 2024, mainly for seed, oil, and fiber. Flower harvesting for cannabinoid extraction triggers ZVA pharmaceutical oversight and is heavily restricted.

Crops testing above 0.3% THC must be destroyed under VAAD supervision and the grower forfeits CAP support. Operating without registration is a misdemeanor and may escalate to criminal liability under the Criminal Law.
