CBD is legal in Lebanon for medical use under Law 178 of 2020 on the Legalization of the Cultivation of the Cannabis Plant for Medical and Industrial Use, which established the Cannabis Regulatory Authority (CRA) to license medical CBD production. Over-the-counter consumer CBD wellness products remain unregulated in practice.
Pharmacies operating under the Ministry of Public Health Lebanon may dispense CBD-containing pharmaceuticals on prescription. The CRA, once fully staffed, will regulate licensing of producers and manufacturers. Imported CBD oils and isolates from EU producers technically require Ministry of Public Health import licenses. Lebanon's currency crisis and political instability have slowed CRA implementation; observers including the Lebanese Center for Policy Studies report the law remains partly aspirational pending appointments to the regulatory board.
