The Cannabis Regulatory Authority (CRA) issues cultivation and processing licenses, prioritizing Bekaa Valley farmers who historically grew illicit cannabis. The Ministry of Agriculture supports cultivar selection, and the Ministry of Industry oversees fiber, hurd, and seed-oil processing. Despite the legal opening, commercial cultivation has been slow to scale due to delays in CRA board appointments, currency volatility (LBP devaluation has exceeded 95 percent since 2019), and difficulty securing international processing partners. Export markets including the UAE, Egypt, and EU have been discussed in trade missions.
