Recreational marijuana is illegal in Lebanon, even though Law 178 of 2020 legalized medical and industrial cannabis cultivation. Law 673 of 1998 on Narcotic Drugs and Psychotropic Substances still criminalizes recreational possession, use, sale, and unlicensed cultivation.
Possession can trigger 3 months to 3 years imprisonment plus fines of LBP 1-10 million; dealing carries 5 to 15 years. Despite Lebanon being one of the world's largest hashish producers — the Bekaa Valley has cultivated cannabis for decades — recreational consumption remains a criminal offense, and the Internal Security Forces Drug Repression Bureau pursues prosecutions. Lebanon's economic collapse since 2019 has weakened enforcement in rural areas, but Beirut–Rafic Hariri International Airport and the Masnaa border crossing with Syria are still screened. The Cabinet has not issued comprehensive recreational reform.
