CBD is illegal in Liberia. The Controlled Drugs and Substances Act of 2014 treats all cannabis derivatives the same as cannabis flower; cannabidiol has not been removed from Schedule I.
The Liberia Medicines and Health Products Regulatory Authority (LMHRA), established by the LMHRA Act of 2010, has not registered any CBD product. Pharmaceutical Epidyolex and Sativex are not on the National Essential Medicines List, and prescription pathways are not available. Imports of CBD oils and gummies through DHL or the Liberia Postal Office are intercepted by Customs and LDEA. The Ministry of Health has not opened a medical-cannabis pilot or compassionate-use scheme.
