Industrial hemp is illegal in Liberia. The Controlled Drugs and Substances Act of 2014 makes no distinction between low-THC and high-THC Cannabis sativa, and the Ministry of Agriculture has issued no licensing framework comparable to those in Ghana or Lesotho.
The LDEA continues to eradicate rural cannabis plots in Lofa, Bong, and Nimba counties; cultivation carries 10 years to life under Section 14.72. Imported hemp seed, hemp protein, and hemp fibre products are classified as cannabis derivatives by Liberia Revenue Authority Customs and held at port. The 2014 Land Rights Act and the National Hemp Industry proposal floated in 2021 have not produced enabling legislation.
