Industrial hemp is illegal in Libya. Law No. 7 of 1990 covers all cannabis varieties without distinguishing low-THC industrial hemp from psychoactive strains. Neither the Ministry of Agriculture in Tripoli nor parallel structures in the east have established a hemp licensing programme; agricultural policy focuses on cereals, olives, dates, and dairy.
No commercial hemp cultivation, fibre processing, or hempseed-food production is permitted. Imports of hemp seed, fibre, or finished goods are treated as controlled-cannabis imports absent a specific exemption, which has not been issued. The continuing political division and security situation make a near-term hemp regulatory framework unlikely without national-level legal reform.
