Industrial hemp is legal in Lithuania when cultivated from EU-certified seed varieties listed in the Common Catalogue with THC content at or below 0.3%. The Ministry of Agriculture, through the National Paying Agency (NMA), administers grower registration, plot declaration, and CAP direct payments under Regulation (EU) 2021/2115.
Farmers must register before May 15 each season, submit seed labels, and accept random THC sampling by the State Plant Service. Lithuania cultivated approximately 9,000 hectares of hemp in 2024, primarily for seed, oil, and fiber. Flower harvesting for cannabinoid extraction is heavily restricted and triggers VVKT and Drug Control Department oversight.
Crops testing above 0.3% THC must be destroyed at the grower's expense, and the operator forfeits CAP support. Repeat violations may trigger criminal liability under the Criminal Code.
